The first order of business is going to be choose a chairman for the proceedings. Do you have <br />any thoughts on this Kona? <br />LINGER: Yes, I would like to since I ran the last Joint Commission, I'd like to defer to you to <br />chair this meeting if you're okay with that. Since I chaired the last Joint Commission, I would <br />defer to you to chair this one if you're okay with that. <br />HENKEL: Thank you, Keith. I'm okay with that, and I would ask you to serve as Vice -Chair <br />and conduct the Kona side of the meeting. I think it would be beneficial to alternate—the Kona <br />discussion take place, the Hilo discussion take place—rather than going back and forth. And, <br />you know, this is just for the clarity of communication. Is that okay with you to serve as Vice - <br />Chair over there? <br />LINGER: Yeah, that's fine with me and to clarify, so I'll go ahead when public testimony is <br />happening. I'll call up members of the public, swear them in, and begin that process and then we <br />can ask Commissioners then if there's any questions. I'll start that discussion. Is that what you <br />want to do. <br />HENKEL: Yeah, that's, that would be great. Also, I'd like to ask all the Commissioners on both <br />sides to, you know, there's a button, a red button in front of you. When you press that, your <br />mic's on, and then you have to depress it again to turn the mic off, so when you're not talking, <br />make sure the mic's off because if there's over -talk, it can mess up the public record of this <br />hearing. So, the first thing we're going to do is hear public testimony. How many people do you <br />have signed up? <br />LINGER: I haven't seen a list yet. Three people. <br />HENKEL: We have three also. If it's all right with you, can we ask to limit the public testimony <br />to five minutes? <br />LINGER: That's fine. <br />HENKEL: And, I'll ask you to swear them in and after you, Kona, and then we'll go on our <br />side. <br />LINGER: Okay, that's fine, and I'll go ahead and start then. <br />HENKEL: Well, one more thing. Let's do an introduction of the people participating. <br />Chair Henkel introduced the Windward Commissioners and staff; Vice Chair Unger introduced <br />the Leeward Commissioners and staff. <br />HENKEL: You can go ahead from your side, Keith. <br />LINGER: Great, okay.
