As Planning Commissioners, both on <br />the Windward and Leeward side, you are correct, we have final authority on all SMA permitting <br />activities, not just SMA Major where we make the final decision, but you are right, the <br />delegation process, which we are going to be talking more about today, is a really important <br />process, and you are absolutely correct, there is no, there is no, there is no schedule, there is no, <br />there is no format where the Planning Department ever does get back to the Commission. And <br />so that definitely is something we are going to be addressing today. So, thank you. <br />MATSUKAWA: I think, Mr. Chairman, the Maui rule is a good template, but it's very brief So <br />if the Commission wishes to proceed further and come up with a more detailed – you don't want <br />to get like a Federal agency and get a booklet full of rules and procedures, but I think if there is <br />dialogue with the community, the developer industry, property owners, public interest people, I <br />think we can work out a manageable format where the delegation does relieve you of some tasks <br />but yet preserves your authority. <br />UNGER: Great. Kailua-Kona. <br />UNGER: Thank you. <br />MCMICHAEL: I had to quickly review the SMA, and I just made some pointers on what it is, <br />and it was the recreational resources that we are concerned with, historic resources, scenic and <br />open space, coastal ecosystem, economic uses, coastal hazards, managing development, and <br />marine resources. These are all important and that's why they are special. The public <br />opportunity in the SMA system is to review—they have you do an EA, environmental <br />assessment, EIS, environmental impact statement, review the SMA permit, attend public <br />EXHIBIT A <br />4 <br />
