Project Description: <br />Proposed is grubbing of each parcel to remove invasive species, including fire ants and coqui <br />frogs, and also to allow for routine maintenance. Further proposed is a five foot high chain <br />link fence around each parcel. <br />2. Purpowof Project: q <br />The purpose is to remove objectionable invasive species and improve the appearance of the <br />parcels. <br />3. Project Valuation: $10,000 each parcel. <br />4. Determination: <br />According to Chapter 205A-22, HRS, and Planning Commission Rule No. 94(e)(1)(B) <br />relating to the Special Management Area, "Grading, removing, dredging, mining, or <br />extraction of any materials, " is not exempt from the definition of "development." Therefore, <br />the proposed project requires a SMA Minor Permit. <br />State and County Plans <br />1. State Land Use District: Both parcels are designated Urban by the State Land Use <br />Commission. <br />2. General Plan: The Hawaii County General Plan Land Use Pattern Allocation Guide <br />(LUPAG) Map designates both parcels as Low Density Urban and Open. <br />3. County Zoning: Both parcels are zoned Agricultural (A -la). <br />4.
