November 14, 2017 <br />Page 2 <br />With the above in mind, it is encouraging to see a focus in the HSEP on grid <br />modernization, including advances with microgrids. Hawai'i Island faces unique <br />challenges due to the long distances between energy production sites and population <br />centers. Microgrids, therefore, are seen as a potentially cost-effective and resilient <br />strategy. Moreover, microgrids developed as public-private partnerships that are either <br />jointly -owned by the electric utility or community -owned could reduce costs and attract <br />economic -development in specialized sectors.
