The second topic was tiny houses; the group is currently working to get <br />77 legislature to rework the zoning laws to allow for tiny houses. <br />78 <br />79 Director Yee announced that legislators are going to introduce another tiny homes bill. Mr. Yee <br />80 also clarified that tiny homes can be built on agricultural land as an additional farm dwelling. <br />81 The Planning Department will put out more comprehensive information so the public will <br />82 better understand the regulations of tiny homes. <br />83 <br />84 BUSINESS: <br />85 1. Roles of Action Committee Members and Planning Staff: Ms. Gloor introduced the Operating <br />86 Guidelines of the Action Committee to the new members. The role of the CDP Planner is to <br />87 facilitate the implementation of the CDP and serve as a planning resource to the committee <br />88 and the community. The planner's role is also to partner with the committee and administer to <br />89 its needs in fulfilling the committee's duties and responsibilities in the implementation of the <br />90 CDP, and liaise between committee and government agencies in furtherance of the CDP. Ms. <br />91 Gloor explained that the month in between each meeting is used by the CDP planners to work <br />92 on implementation steps. <br />93 Ms. Gloor explained the role of the Action Committee. "The purpose of the Action Committee <br />94 is to be a proactive community based steward of the implementation and updating of the <br />95 CDP." She reviewed the duties and responsibilities of the Action Committee, which read as <br />96 follows: Attend Action Committee meetings regularly, dedicate 6-10 hours of work in between <br />97 meetings, attend training workshops, be aware of State objectives, receive briefings from <br />98 planning dept. on issues related to CDP, assist in updating the CDP, and carry out duties <br />99 specified in the CDP. She explained the roles of officers of the action committee. The <br />100 chairperson shall be the presiding overseer of the committee and the vice chair shall be the <br />101 presiding officer in the absence of the chair person. The roles and rules of operation were also <br />102 explained for the roles of chair and vice chair. <br />103 Ms. Gloor concluded by expanding on the staff planning duties. Planning staff serve as <br />104 administrative support for distribution and posting of agendas and meeting materials, <br />105 compliance with sunshine law, booking venues and correspondence, creating annual reports, <br />106 website publications, posting minutes officially, information dissemination with the public and <br />107 committee members. <br />108 Operating Guidelines for North Kohala CDP Action Committee: <br />109 http://records.hawaiicountV.gov/Weblink/1/doc/91926/Pagel.aspx <br />110 <br />111 2. Election of Action Committee Officers: Ms. Gloor opened the discussion for the election of <br />112 officers. The seat of Chair was considered first. Committee Member Blake nominated <br />113 Committee Member Steve Hoffmann for the positon of Chair of the committee. Committee <br />114 Member Jeff Coakley also nominated Committee Member Keone Emeliano for the position of <br />115 chair of the committee. Mr. Emeliano declined the nomination for Chair. <br />116 Committee Member Ah Sam stated that she is in support of Steve Hoffmann or Beverly Blake as <br />117 Chair of the committee. Ms. Blake made a motion to officially nominate Mr. Hoffmann as Chair. <br />118 Ms. Ah Sam seconded the motion.
