• Progress continues in filling vacant positions in Operations: Operator I, II and <br />IV (Hilo); Sewer Maintenance Working Supervisor (Hilo and Kona); WWTP <br />Operator III (Kona); WW Working Supervisor III (Kona). <br />• Progress continues in filling vacant engineering positions: CE III; CE IV. <br /> <br />4. WASTEWATER CAPITAL IMPROVEMENTS: <br />A. NĀ‘ĀLEHU LARGE CAPACITY CESSPOOL REPLACEMENT: <br />• A Consultant Contract for Planning, Preliminary Engineering Report and <br />public outreach has been executed. <br />• “Talk story” sessions to start the initial public outreach efforts are being <br />planned for late March 2018. <br />• Closure of the large capacity cesspools as mandated by the EPA will occur <br />once the treatment and disposal system has been constructed and properties <br />have been connected to the new collection system. <br />• The project is funded by Clean Water State Revolving Funds (CWSRF) <br />monies. <br />B. PĀHALA LARGE CAPACITY CESSPOOL REPLACEMENT: <br />• Public outreach meetings following the talk story sessions are planned to begin <br />in late March 2018. <br />• As a result of EPA funding for this project, the NEPA process in addition to the <br />State EA are required. The WWD is working closely with the EPA and their <br />consultants to ensure all items in the NEPA process are completed correctly. <br />• Closure of the large capacity cesspools as mandated by the EPA will occur <br />once the treatment and disposal system has been constructed and properties <br />have been connected to the new collection system. <br />• The project is funded by Clean Water State Revolving Funds (CWSRF) <br />monies and partially by a federal EPA grant. <br />C. NORTH KONA SEWER & EFFLUENT REUSE UPGRADE: <br />• The force main leading to the proposed site for the future sewage pump station <br />was installed in early February 2018. The sewer laterals/manholes and effluent <br />reuse laterals are scheduled for completion by end of February 2018. <br />• The revised draft Memorandum of Understanding (MOU) for the last re-design <br />and additional construction cost attributed to project delays for the sewer and <br />reuse lines is in the process of being finalized. <br />• The State DOT began the overall project construction in September 2015. <br />Currently, the anticipated completion date is August 2018. The project <br />continues with installation of reuse piping and gravity sewer lines. <br />• The project is funded by Clean Water State Revolving Fund (CWSRF) monies. <br />D. LONO KONA SEWER IMPROVEMENT DISTRICT: <br />• Due to prices exceeding available funding, the current bid solicitation was <br />cancelled by the chief procurement officer. <br />• Loan closing is scheduled to occur in April 2018. Construction NTP is <br />estimated to be issued in mid-2018. <br />7 <br /> <br />
