<br />L. TIRE RECOVERY/RECYCLING EDUCTION AND OUTREACH: <br />• The contractor has completed the second round six-month follow-up of tire <br />retailer/wholesaler education and site inspections, educating tire <br />retailers/wholesalers of their responsibility to charge a disposal fee for tires <br />sold and accept used tires from customers when tires are being replaced. One- <br />year follow-up site visits start in April. <br />• The contractor completed an initial and second round of consumer education <br />(media release, radio, newspaper, social media, posters/flyers, etc.) during the <br />September through December period, encouraging consumers to leave used <br />tires at the retailer when purchasing new ones, as customers already paid the <br />mandatory fee for disposal. DERELICT AND ABANDONED VEHICLE (DAV) PROGRAM <br />• Bids were opened for the vehicle disposal contracts. Hilo Impound Lot was awarded <br />to HMP, Inc., dba Business Services Hawaiʻi; NTP issued on February 22, 2018. <br />Kona and Puʻuanahulu Impound Lots were awarded to Big Island Scrap Metal; NTP <br />issued on March 19, 2018. <br />• DAV coordinators continue to meet with the Hawaiʻi Police Department, Traffic <br />Services Section, to explore ways of improving the tagging and removal of abandoned <br />vehicles. <br />• Monthly towing numbers: <br /> <br />AV Towing 2017-18 <br /> <br />July: 46 in Hilo; 37 in Kona <br />August: 35 in Hilo; 64 in Kona <br />September: 47 in Hilo; 51 in Kona <br />October: 34 in Hilo; 55 in Kona <br />November: 37 in Hilo, 51 in Kona <br />December: 29 in Hilo; 52 in Kona <br />January: 45 in Hilo; 59 in Kona <br />February: 33 in Hilo; 40 in Kona. <br /> <br />The total tow requests sent for the month of February 2018 was 80; however, 7 were not on location at the time of arrival. <br /> <br /> <br />
