Builds a Sustainable, Local Economy (Section 6) <br />■ Preserves opportunities to live off the land <br />■ Guides the implementation of regional economic development strategies <br />■ Guides the development of a regional education, enterprise development, and research network <br />■ Guides regional strategies to increase "buying local" <br />■ Guides efforts to strengthen the local agriculture value chain <br />■ Allows for the diversification of agriculture -based businesses and rural uses on agricultural lands <br />■ Guides the development of local, renewable, distributed energy networks <br />■ Guides the development of a place -based approach to community tourism <br />TYPES OF CDP STRATEGIES <br />Section 2 of the CDP briefly introduces the types of CDP strategies and the legal applicability of each. <br />In the case of direct conflicts between a CDP and the General Plan, the General Plan shall be <br />controlling. In order to bring the Hamakua CDP and the General Plan into alignment, the CDP <br />recommends specific amendments to the General Plan as a follow-up to the CDP. <br />The Hamakua CDP employs four types of strategies to achieve Community Objectives: two types of <br />County policy, an advocacy platform, and community action. <br />There are two types of County policies in the CDP: <br />1. "Land Use Policies" are the land use policy guidance for the Hamakua CDP planning area and will <br />be implemented through all County of Hawai'i actions. In addition, the Land Use Policies inform <br />County recommendations to other agencies, including the State Land Use Commission regarding <br />district boundary amendments, special permits, and other applications in the Hamakua Planning <br />Area. The Land Use Policies within the Hamakua CDP may limit the range of decisions that can be <br />made in the future; for instance, land use policies that specifically designate future settlement or <br />transportation patterns. These binding, sometimes restrictive policy controls may include use of <br />the term "shall," which, from a legal standpoint, means the policy is imperative or mandatory. <br />2. "County Actions" are CDP policies to guide future County priorities and initiatives, including <br />operating and capital budgets. These policies are not mandated, legally -binding, or self - <br />implementing; rather, they often require additional legislative and administrative directives <br />before being implemented (e.g., land acquisition, capital improvement appropriations, code <br />changes, incentive measures, etc.). <br />Within the body of the CDP, official policy language from Land Use Policies and County Actions are <br />italicized, whereas any explanatory language, references, or other information necessary to explain the <br />intent or implementation of the policy, is in regular text. <br />None of the Hamakua Community Objectives can be achieved by the County alone. Some important <br />policies fall outside jurisdiction, while other initiatives must be led by the community. Therefore, the <br />CDP includes two additional types of strategies: <br />E] <br />
