■ Established clear roles: It made the best use of the expertise and knowledge of community <br />stakeholders, the County, and consultants, but deferred to the Steering Committee to make key <br />decisions. <br />■ Was comprehensive: It devoted attention to natural and cultural resource management, community <br />building, and economic development. <br />■ Clarified types of strategies: The authority of a CDP in relation to the General Plan is clear, and the <br />differences between aspiration goals, policy controls, County actions, actions at other levels of <br />government, and community actions were made explicit. <br />■ Combined local knowledge and industry best practices: CDP strategy development drew upon both <br />local expertise and an extensive "planner's toolbox." <br />■ Maintained objectivity: Analysis was based on extensive research, and strategies were identified <br />based on gaps in current policies and programs. <br />■ Maximized transparency: The rationale behind every product and recommendation during the <br />planning process was clear, and decisions were made openly after opportunities for public input. <br />■ Identified specific decision points: Following community input during each phase in the planning <br />process, the Steering Committee made key decisions that served as the foundation for next steps. <br />■ Facilitates implementation: Corresponding with the different types of strategies, guides to <br />implementation were developed for planners, agencies, and the community. <br />2 <br />
