Hawaii Game Management Advisory Commission Meeting <br />Minutes – January 29, 2018 <br /> <br />TL: When this designation goes into effect – that becomes like a seven day a <br />week sort-of-a-thing rather than just weekends only? <br /> <br />RF: Again, that’s something we need to talk about as well because currently when <br />we’re in discussions right now this is a forest reserve and particular <br />watershed and so really it’s only open for permit access only and if you really <br />follow the hunting rules it would only be weekends and holidays. I believe <br />those are all things that we’re working to mitigate so people can use it seven <br />days a week. I would think operational hours would be kinda similar to what <br />the hunting rules are in terms of daylight and sunset because later on if we <br />have further development, of course, night range activity could occur but for <br />now we’d be looking at some simple rule-making to try and keep it open and <br />with hours of operation and so for enforcement wise – those are the rules that <br />we would be starting to enforce so rather than, you know, we’re, you’re <br />shooting the wrong caliber weapon now, you’re shooting after hours or <br />something like that. <br /> <br />JO: This is James O’Keefe...Is there a formal process for clubs to apply for an <br />operation agreement with the DLNR? Do you have something you’ve done in <br />other capacities – say with ocean recreation that would give the clubs a <br />blueprint of how to proceed with the DLNR once those decisions are made? <br /> <br />RF: Again the first step is to try and designate the area and so we’ve got the HAR <br />– and the rules say that we can enter into those agreements – it’s really silent <br />on what the form of those agreements are but I could look to my colleagues – <br />Dave Smith is here from DOFAW and look at areas or state parks that we <br />have existing concessions or outside management to offer some guidance <br />once we get to that step. <br /> <br />JO: That would be very helpful, thank you... <br /> <br />DY: So this is Ike. Do you have a timetable? <br /> <br />RF: Well, I would like to get this on our Board agenda in probably the second <br />meeting in February. That would be my hope. <br /> <br />DY: And, so, I don’t know if it’s appropriate at this point but what kind of facility do <br />you see up there? <br /> <br /> <br />BM: Bob Masuda, First Deputy at DLNR. I just wanted to come up and respond to <br />the earlier question in terms of how we would arrange a particular curatorship <br />agreement. In fact, several years ago – Richard Hoeflinger and myself, acting <br />as private citizens – went on behalf of On Target, Inc. which is a certified 501 <br />c 3 and spoke to the Board and had a approval from the Board on the <br />5 <br /> <br /> <br />
