C omm unication No. 2018 - 15 <br /> <br />30B – Kahului - Keauhou Parkway (Lako Street to <br />Kamehameha III Road) <br />M <br />31 – Lako Street Extension <br />32 – La‘aloa Street Extension <br />30B – Kahului - Keauhou Parkway (Lako Street to <br />Kamehameha III Road) <br />Kahalu‘u Makai <br />Village <br />33 – Connector 9 <br />34 – Connector 10 <br /> <br />4.2 LAND USE <br />Land Use Goal: Public policies set th e foundation and framework within which <br />the community and private sector work collaboratively towards a shared vision of <br />concentrating growth within urban villages in North Kona, preserving rural <br />character and agricultural lands, protecting significant nat ural and cultural <br />resources, providing a range of housing opportunities, and a process to <br />constructively, efficiently, and fairly achieve these ends with the best practices <br />and quality. <br />Objective LU - 1: Overall Growth Pattern . To identify areas where high er intensity <br />growth areas should occur and areas where the rural character and open space along <br />the shoreline should be preserved. <br />Policy LU - 1.1: Official Kona Land Use Map. The Official Kona Land Use Map (see <br />Figure 4 - 7) shall define the Kona Urban Area (see Policy LU - 1.2) and the general <br />locations, spacing, and type of TOD Villages (see Policies TRAN - 1.3 and LU - 2.3). <br />Policy LU - 1.2: Urban Area. The majority of future growth in Kona shall be directed to <br />the Kona Urban Area shown on the Official Kona Lan d Use Map (see Figure 4 - 7), which <br />spans from the Kona International Airport to Keauhou subject to the policies set forth <br />under Objective LU - 2 Urban Area Growth Management. <br />Policy LU - 1.3: Rural Area. The rural area consists of the lands outside of the Kon a <br />Urban Area. Future growth in this area shall be concentrated within and around the <br />existing LUPAG medium and low density areas, which correspond to the existing rural <br />towns. <br />Policy LU - 1.4: Consistency with Land Use Pattern Allocation Guide (LUPAG) . <br />The current LUPAG accommodates the vision and needs for the Kona CDP area <br />planning horizon and should be amended only for compelling reasons.
