C omm unication No. 2018 - 15 <br /> <br />urban core surrounded by a lower density secondary area. A greenbelt will should , in <br />turn, surround and define the outer edge of the secondary area. <br />1. Urban Core : To control the scale and intensity of development within the <br />urban core of a TOD/TND, there shall be two types of urban cores: <br />a. Regional Center . Regional centers are intended for mixed use and <br />higher - densit y residential, retail, commercial, employment, and/or <br />regional one - of - a - kind facilities, such as major civic, medical, <br />education, and entertainment facilities. Regional centers shall be <br />designed around a Commercial Center, which is the focus for the <br />Villa ge and designed to encourage pedestrian activity. <br />b. Neighborhood Village . Neighborhood Village Core Areas are <br />intended for predominately residential, public/civic uses, or small - <br />scale neighborhood - oriented commercial uses. The Core’s <br />commercial uses are of a small scale and are intended to serve the <br />needs of the Village residents. Neighborhood Village Core Areas <br />shall be designed around a Neighborhood Center. Land uses <br />include recreational space, small - scale public/civic uses, <br />neighborhood oriented retail uses, and mixed - use. <br />2. Secondary Area . TODs/TNDs may be surrounded by more auto - oriented, <br />lower - density areas called “Secondary Areas.” The Secondary Areas are <br />within a half - mile of the TOD/TND urban core. These Secondary Areas take <br />advantage of the ser vices within the Urban Core through an interconnected <br />street system with easy access to transit by foot, bike or car. Secondary <br />Areas will be primarily comprised of standard single - family and multi - family <br />neighborhoods. These areas may also provide more land - extensive uses that <br />serve TOD/TND residents, such as schools and community parks. Because <br />of their proximity to the Urban Core, Secondary Areas are ideal for bicycle <br />travel. <br />3. Greenbelt. The Greenbelt is an undeveloped area surrounding the <br />Secondary A rea. The Greenbelt is a strategic planning tool to prevent urban <br />sprawl by keeping land permanently open. The purpose of the Greenbelt is to <br />prevent urban sprawl of the TODs/TNDs, prevent neighboring towns from <br />merging into one another, and to preserve t he setting and the character of the <br />TODs/TNDs. The Greenbelt may also serve multi - purpose uses, such as for <br />drainage (e.g., flow ways or retention basins), sensitive resource preserves or <br />wildfire protection buffers. <br />Policy LU - 2.3: TODs Identified . To c ontrol the spacing of transit stations in support of <br />Policy TRAN - 1.2, TOD floating zones, identifying the general location of TOD, shall <br />should be encouraged as growth opportunity zones limited to the following , as shown on <br />the Official Kona Land Use Map (s ee Figure 4 - 7): <br />2018 - 03 - 13.KCDP.Amendment.Re port 13 <br /> <br />
