C omm unication No. 2018 - 15 <br /> <br />1) Minimum land area. The minimum land area for a new community shall be <br />80 acres consistent with the zoning code’s requirements for pro ject districts , <br />which corresponds to the urban and secondary core, plus a density transfer <br />area proposed in the master plan to set an urban boundary limit . <br />2) Project District Rezoning Application. In addition to the requirements <br />specified for a Project Di strict application, the application shall include the <br />following: <br />a. Conceptual Master Plan. To the extent practicable, the conceptual <br />master plan shall conform with the Village Design Guidelines <br />(Attachment B) and at a minimum address: <br />i. Mix of permitted uses and density; <br />ii. Transportation systems including street layout and standards, <br />transit routes and facilities, and bike and pedestrian pathways; <br />iii. Village center public facilities , if any and financing ; <br />iv. Infrastructure requirements, financing, and timing; <br />v. Neighbor hood park and public space standards; <br />vi. Phasing plan; <br />vii. Calculation and treatment of density transfer area , if any ; <br />viii. Planning process, including extent of consultation with the Design <br />Center. <br />b. An environmental report meeting the requirements of the zoning code <br />o r HRS Chapter 343 , as applicable . <br />3) Expedited Review. Within ninety (90) days after a project district application <br />has been accepted by the Planning Director, the Director shall forward the <br />application to the Planning Commission. <br />4) Environmental Review Conc urrent Processing. The Planning Director shall <br />enable and allow the applicant to concurrently process the environmental <br />document according to the procedures of HRS Chapter 343. <br />5) State Land Use Boundary Amendment Concurrent Processing. If a State <br />Land Use District Boundary Amendment is necessary, the Planning Director <br />may accept the application, review the application to determine consistency <br />with the decision criteria below, suspend the processing of the Project District <br />until a decision is made by the Sta te Land Use Commission, and express the <br />County’s support of the application before the State Land Use Commission as <br />consistent with the Kona CDP and County of Hawai‘i General Plan.
