Where cul - de - sacs or dead - end streets are allowed, they shall <br />meet the prevailing standards in the Chapter 23 Subdivi sion Code. <br />5. Future Extensions. Roads serving future transportation interconnectivity will <br />be identified for any proposed subdivision located adjacent to a vacant parcel. <br />To supplement HCC Section 23 - 44, where necessary to give access to or <br />permit a satisf actory future subdivision of adjoining land, or to conform with <br />the Official Transportation Network Map (Figures 4 - 2a to 4 - 2d), a street stub - <br />out or pedestrian path improved to the boundary is required unless financially <br />guaranteed to enable the County to coordinate the stub - out construction as a <br />regional project or in coordination with the development of the adjoining <br />property. Applicants submitting preliminary development plans shall provide <br />for feasible extension of selected local streets to adjoining u ndeveloped <br />properties and eventual connection with the existing street system. Within <br />phased subdivisions, temporary stub - outs shall be required. <br />6. Connectivity. In the Kona UA, all new roads that will serve as part of the <br />interconnecting roadway system sh all be dedicated to the County. <br />Policy TRAN - 2.2: Access Management . To preserve the through functions of <br />arterials and major collectors, driveway access along new arterials and major collectors <br />shall be minimized to the greatest extent consistent with th e need to provide access to <br />adjoining property. Access to such adjoining properties shall be planned to occur from <br />local streets, and not from the arterial or collector road, whenever possible. On existing <br />arterials and major collectors, the number of ac cess driveways currently permitted shall <br />should not be increased, and when development is proposed that would increase the <br />usage of an existing driveway access, every effort should be made to eliminate the <br />driveway access in favor of access at an existing or planned intersection. Four - way <br />intersections with arterials and major collectors shall should be permitted only as shown <br />on the Official Transportation Network Map (Figures 4 - 2a to 4 - 2d), in order to preserve <br />the through functions of arterials and majo r collectors. <br />Objective TRAN - 3. Multi - Modal System. To develop a multi - modal transportation <br />system to encourage walking, biking, transit, and other non - vehicular modes of travel. <br />A multi - modal system needs to be attractive, safe, comfortable, convenien t, accessible, <br />environmentally friendly, and affordable. Such a system would reduce congestion, <br />improve air quality, reduce fuel consumption, and increase healthy activity. Not only <br />would the system enhance the mobility of the elderly and youth, who do n ot drive, it <br />would also make it possible for residents to divert automobile ownership expenses to <br />other daily needs, such as a homeownership mortgage or insurance. The network <br />could connect pathways within and outside of street rights - of - way.
