C omm unication No. 2018 - 15 <br /> <br />Concurrency requirements shall be determined by HCC §25 - 2 - 46 and be generally <br />consistent with the Official Concurre ncy Map, where applicable, as determined by the <br />approved TIAR. <br />The Kona UA shall be designated as a “critical road area”, as defined in HCC 25 - 2 - 46. <br />Rezonings within the Kona UA shall comply with the Official Concurrency Map (see <br />Table 4 - 1 and Figure 4 - 3) , which identifies the road segments to be constructed <br />concurrent with occupancy of units as the minimum “area mitigation”, as defined in HCC <br />25 - 2 - 46(Zoning Code). <br />The Official Concurrency Map assumes : <br />1. The widening of Queen Ka‘ahumanu Highway to four lanes from the Kona <br />International Airport to Henry Street, and <br />2. Completion of the Māmalahoa Bypass Road to the Napo‘opo‘o junction. <br />Any rezoning outside of a designated TOD within the Kona UA approved prior to <br />completion of the Queen Ka‘ahumanu Highway widening to the Airport shall restrict <br />occupancy until this widening project is completed. Any rezoning in South Kona <br />approved prior to the completion of the Māmalahoa Bypass Road shall restrict <br />occupancy until this bypass project is completed. This policy does no t apply to projects <br />exempt under concurrency provisions in HCC Section 25 - 2 - 46 (e.g. affordable housing). <br />The Concurrency Map shall distinguish the current planning status of the corridor <br />alignment. Table 4 - 1 shows the roadway corridors that shall be bui lt concurrently within <br />the concurrency zone and/or TOD Village. Other roadway corridors shown on the <br />Concurrency Map, but not listed in Table 4 - 1 are part of the proposed roadway network, <br />but are not critical to concurrency determinations . <br />Policy TRAN – 6.2 : Prioritized Road Improvements. In order to rectify existing <br />deficiencies and influence the pattern of future growth and new roads, the following are <br />priorities: <br /> Kuakini Highway widening (State) <br /> Kahului - Keauhou Parkway <br /> Māmalahoa Bypass (completed) <br /> Keana lehu Street Manuwale‘a (completed) <br /> Keohokālole Highway (Mid - Level Road), Phase I Palani to Kealakehe <br />Parkway (completed) <br /> Kamanu Street Extension <br /> La‘aloa Street Extension (completed) <br /> Lako Street Extension <br />2018 - 03 - 13.KCDP.Amendment.Re port 7 <br /> <br />
