So <br /> although I've expressed my belief as to Ms. Eoff that there appears <br /> to be no clear and undisputed conflict of interest in my mind, in an <br /> abundance of caution and with sensitivity to public perception, she <br /> has chosen to seek the advice and direction of this board and I <br /> honor her for that. In closing, I respectfully urge the members of this board to <br /> find that no conflict of interest exist with respect to Ms. Eoff and I <br /> really thank you for your time in allowing me to express my <br /> thoughts...Mahalo Nui. <br /> Ms. Kahakalau: Mahalo Nui Council member David...we appreciate it...Roy <br /> Takemoto please...again sir if can introduce yourself and let us <br /> know the agenda item you wish to testify on. <br /> Mr. Takemoto: Roy Takemoto...good morning members of the board...Mayor's <br /> office....I'm here to address agenda item 5a...my name was <br /> mentioned earlier in one of the first testimonies as one who has <br /> worked on this draft bill 108...and I'm here to confirm that that <br /> our office...the Mayor's office has held this vacation rental issue <br /> in high priority and that we started working on this bill from last <br /> year...we sent the letter to your board dated March 14...Nancy <br /> Pisicchio one of the executive assistants drafted the letter...and in <br /> that letter it outlined the Mayor's office role in the developing the <br /> draft bill...so Nancy and I were the ones that did the background <br /> research and defined what a vacation rental is which means...we <br /> narrowed the target of the regulation to single family <br /> dwellings...single family dwellings not condos or apartments...we <br /> wanted to make that single family dwellings where the owner was <br /> not present...so in a hotel or condo...hotel you have someone at <br /> the desk checking people in...this was not the intent of the <br /> bill...the bill was to address single family dwellings that were <br /> being rented on a short-term basis...not in residential that were <br /> primarily residential areas causing problems so that was the target <br /> we wanted to control where theses short-term rentals would be and <br /> direct them to more appropriate locations which would be resort <br /> areas and general commercial...we then requested the Kona <br /> legislators to see if they were interested to introduce it knowing <br /> that Kona is where a lot of these short-term rentals issues were <br /> very controversial and heated...and they consented...and they did <br /> some minor changes but...I would say the bill as introduced we <br /> 5 <br />
