int <br />PR -10 Consultation - 9 ~100^91~200J49 ,215(1) <br />I. Introduction <br />The County began its 2015-2019 Citizen Participation Process in October of 2013. The County utiIzed its <br />annual public hearings in Pahala, Pahoa, Keaau, Kailua-Kona, Honokaa, and Hilo to present an overview <br />of the Consolidated Plan process and encouraged citizens to offer input concerning housing,homne|eos, <br />special needs and cornmunity developrnent needs. In addtJon, the past use af funds and <br />accornpUshments were discussed and avaiabIe for comments. The County informed partidpants of the <br />County's draft CP priorities and if there were any concerns or comments. <br />In October 2017, the County conducted PubUc Hearings in Pahala, Pahoa, Kai|ua-Kona,Hmnokoa4and <br />Hilo to inform the public about the 2018 CDBG and HOME application process and to introduce the <br />new National Housing Trust Fund Program (HTF). Members of the public were provided with <br />information on CDBG, HOME and the HTF Programs. On February 16, 2018, the County published a <br />Notice of Public Comment seeking input of the draft Substantial Amendment to its 5 year <br />Consolidated Plan. <br />Copies of the draft Substantial Amendment were made available for review at the Housing Agency <br />and online at the County's website at http://www.hawaiicounty.gov/office-of-housing/ <br />Provide a concise summary of the jurisdiction's activities to enhance coordination between <br />public and assisted housing providers and private arid governmental health, mental health <br />and service agencies (91.215(1)). <br />In 2014, the County again held consultation meetings during ts annua pub]ic hearings to hear the <br />concerns or comments to the County's draft priorites for its 2015-2019 CP. An overview of the draft <br />priorities and goals were presented, The participants were asked to provide input on the county's draft <br />priorities and goals established as a result of community input at public hearings. OveraI, there were 46 <br />participants: 25 in Hilo District, and 21 in Kona District, representing not-for-profit service providers, <br />housing services providers, developers, and county and state agencies. In addition to these <br />consultatioris, the OHCD also nformed each Council Meniber representing all districts in the County af <br />Hawaii of the CP process and inquired if they had any projects that would meet the draft priorities <br />within their district. in addition and in its efforts to get additional feedback from as many community <br />members as possible, the County mailed need surveys to public service providers and other government <br />agencies.
