PR -15 Citizen Participation <br />1. Summary of citizen participation process/Efforts made to broaden citizen participation <br />Summarize citizen participation process and how it impacted goal -setting <br />The County began its 2015-2019 Citizen Participation Process in October of 2013, The County utilized its <br />annual public hearings in Pahala, Pahoa, Keaau, Kailua-Kona, Honokaa, and Hilo to present an overview <br />of the Consolidated Plan process and encouraged citizens to offer input concerning housing, homeless, <br />special needs and community development needs. In 2014, the County again informed its citizens of the <br />County's draft CP priorities and encouraged citizens for their input, Citizen Participation was also <br />achieved through a Community Need Assessment Survey which was mailed out to local State and <br />County Agencies along with non-profit organization service providers, <br />The following schedule and task was utilized to inform and encourage citizens of the Consolidated Plan <br />and its process. <br />DATE TASK <br />September 2013 - Informed and invited Administration, County Departments and Council Members on, <br />the start of the 2015-2019 Consolidated Plan (CP) process and solicit comments or possible projects to <br />meet objectives with the current and future CP, <br />May 2014 - Community Need Surveys mailed to State and County Agencies and non-profit service <br />providers. <br />October 2014 - Public Notices published and Island wide Public Hearings/Meetings were held to discuss <br />draft CP priorities along with 2015-2019 Consolidated Plan Process & Annual Action Plan, <br />March 2015 - Draft CP and published public notice announcing the CP availability for public review and <br />comment. <br />April 2015 - Draft CP submitted to Hawaii County Housing Agency and Hawaii CouncilMeetings for <br />review and approval. Public Notice informs citizen of the meetings and comments. <br />In October 2017, the County conducted Public Hearings in Pahala, Pahoa, Kailua-Kona, Honokaa, and <br />Hilo to inform the public about the 2018 CDBG and HOME application process and to introduce the <br />new National Housing Trust Fund Program (HTF). Members of the public were provided with <br />information on CDBG, HOME and the HTF Programs, On February 16, 2018, the County published a <br />Notice of Public Comment seeking input of the draft Substantial Amendment to its 5 year <br />Consolidated Plan. <br />Consolidated Plan <br />OMB Contro( No 2506 0117 (exp. 06/30/2018) <br />HAWAII COUNTY 12 <br />
