As stated in the aforementioned existing codes, the Planning Director should confer with the <br />Director of Public Works, the Manager of the Department of Water Supply, and he/she may confer <br />with other agencies In addition, the Planning Director may require improvements to further public <br />welfare and safety. <br />3.1.5 Lounty Action <br />Policy 12 <br />Amend the General Plan to reflect the following changes: <br />• The Land Use Pattern Allocation Guide should be amended to be consistent with the Hamakua <br />CDP Land Use Guide Map. If the definitions of land use designations in the General Plan are <br />revised, the following factors should guide land use designations in the Hamakua Planning <br />Area: <br />— Factor 1: Minimize new coastal development <br />— Factor 2: Minimize encroachment onto agricultural lands <br />— Factor 3: Align with State Land Use District Boundary <br />— Factor 4: Align with County zoning <br />— Factor 5: Accommodate projected population growth <br />— Factor 6: Align with infrastructure — Potable Water <br />— Factor 7: Align with infrastructure — Roadway Network <br />— Factor 8: Align with infrastructure — Wastewater <br />— Factor 9: Ensure that commercial designations are appropriate (MDU) <br />— Factor 10: Ensure that industrial designations are appropriate and consistent <br />More details on these factors can be found in the Appendix V. CDP Policy Rationale. While these <br />factors cannot be applied absolutely in every land use situation, they should be considered as <br />important criteria when amending the General Plan. <br />• Amend General Plan Table 14-5 to reflect the following LUPAG map amendments: Papa'ikou, <br />Papa'aloa, and Pa'auilo should no longer be identified as LUPAG Industrial areas. <br />See also: Policy 6 regarding Industrial designations. <br />Rationale: This policy seeks to bring the General Plan's LUPAG designations in line with current and <br />desired future land use. Taking the step of officially amending the General Plan's LUPAG maps to <br />align with the Hamakua CDP Land Use Guide Map is critical because the General Plan is the 'parent' <br />document of Hawai'i County's community development plans. If the General Plan LUPAG maps are <br />not amended, the General Plan's current LUPAG guidance have authority over the Hamakua CDP <br />Land Use Guide Map's recommendations. See Policy 1 for a discussion of the various Hamakua CDP <br />LUPAG recommended changes. <br />Policy 13 <br />Develop incentives for Cluster Plan Developments that leave natural, open space buffer areas along <br />the shoreline, streams, and gulches, or adjacent to forest, conservation areas, or other <br />culturally/environmentally sensitive areas. <br />APPENDIX v5: HAMAKUA COMMUNITY DEVELOPMENT PLAN I Section 3: Policy Rationale — <br />Preferred Settlement Patterns & Land Use <br />
