PAVAO: Without jeopardizing any other <br />7 program? <br />8 MS. SAKO: Right. Right. Without having to <br />9 transfer from other departments and all of that. <br />10 Right. <br />11 MR. PAVAO: Okay. <br />12 MS. IKEDA: Deanna, on these <br />13 special fees, is there a possibility -- say, for <br />14 instance, the fees say that you have to pay for <br />15 salaries for regular employees and not the heads, but <br />16 maybe that you're a little short on the heads? Could <br />17 you do a transfer of funds or is that not allowable? <br />18 MS. SAKO: So, most of our department heads -- <br />19 I was trying to go through in my head quickly -- are <br />20 pretty much paid all out of the General Fund, which is <br />21 primarily covered by real property taxes. And so -- <br />22 and then the Charter also allows for the -- with the <br />23 mayor to approve within a department.
