Page 19 <br />1 for ten years, these positions had not had an increase. <br />2 So it's not the people that are in those positions, <br />3 it's actually the position. <br />4 And so, one of the things that came up when <br />5 the commission was discussing this was that it's <br />6 difficult to attract competent people to those <br />7 department head positions when the salaries have <br />8 stayed at a level for ten straight years. So you got -- <br />9 think of it in terms of position rather than person. <br />10 CHR. ONO: And I don't disagree with you <br />11 that we could get input from an appointing authority if <br />12 they wanted to reset that salary at another level. <br />13 MR. FRATINARDO: Amy, I have a question. So <br />14 historically, back in 1990, in the charter, the reason <br />15 we -- in the 1990 amendment to the charter, it was that <br />16 we would use collective bargaining to give salaries to <br />17 the county council. So why did that change? That was <br />18 my question I was going to ask Deanna. But maybe now <br />19 we're going to focus through the Human Resources side, <br />20 is there some way to find out what was the statutory <br />21 change that made that process change for the salaries <br />22 from the county council? <br />23 MS.
