Page 9 <br />1 collective bargaining grants raises for those employees <br />2 in particular departments, then the department head <br />3 should always be 5 percent higher automatically. It <br />4 will be in the charter such that whenever there is a <br />5 raise by collective bargaining, the department heads <br />6 automatically get 5 percent more than what was <br />7 bargained for; and that will kind of reduce the work of <br />8 the Salary Commission, because it will be an automatic <br />9 thing and it will be in the charter. But somebody <br />10 needs to work on some kind of wording that can be a <br />11 charter amendment. And, hopefully, if this Bill 98 <br />12 Makes it through, it can coincide with that as a <br />13 charter amendment. <br />14 CHR. ONO: Bill, did you want to say <br />15 something? No? <br />16 MR. BRILHANTE: I was going to refer to <br />17 Corporation Counsel for the legal discussion regarding <br />18 this matter; but there is a provision in the HRS which <br />19 prohibits salaries of department heads and deputies to <br />20 be either directly or indirectly tied into raises of <br />21 civil service employees. <br />22 CHR. ONO: Yeah. There's a lot that has <br />23 come out from the statute and from the ordinance that <br />24 affects what we thought we might be able to do with <br />25 this.
