<br />elevations showed two-story buildings that will match the existing buildings onsite, in both <br />design and color. <br />Mr. Bartlett, general contractor and Dave Drahn, representative for the University, explained that <br />there were prior KVDC approvals about ten years ago. Mr. Bartlett said the buildings as shown, <br />are the 8 buildings and that they want to build the first two, then work up the hill for the rest of <br />the buildings, and. Mr. Bartlett showed the cafeteria building and existing roads in place, and <br />that they want to start with the first two of the eight buildings, and that the colors match the <br />existing buildings. Dave Drahn explained he has been involved in design development for about <br />6 years. He answered a question about the student enrollment, and the reply was that there has <br />been about a 20% increase pretty steadily over the last few years, and that there are about 600- <br />800 students per quarter, and another 200 off campus, and 400 teaching staff, and they expect an <br />additional 250 students in the Fall. Mr. Bartlett said the University is growing so they need more <br />housing. The Commissioners also inquired about the elevations and it was explained that the <br />design matches the elevations of the existing buildings except the new building step up about <br />two feet every set of units. <br />Mr. Dunlap also pointed out that the proposed buildings cannot be seen from the nearby <br />roadways that would be located up the hill. <br />It was moved by Commissioner Sullenberger and seconded by Commissioner Crusat that the <br />Commission forward to the Planning Director a recommendation for approval of the proposed <br />project as submitted. (Five Ayes, unanimous vote). <br />ANNOUNCEMENTS <br />There were no announcements. <br />ADMINISTRATIVE MATTERS <br />Mr. Dunlap distributed a letter drafted by Commissioner Hetherington to be placed on the <br />agenda for the next meeting scheduled for June 19, 2018 for discussion. The draft letter is a <br />request that the Planning Department through its Long Range Division inform the Commission <br />of any proposed changes or revisions to the Kona Community Development Plan and the County <br />General Plan. <br />Chair Roth provided a report regarding a meeting that he attended at the request of the County <br />regarding the Sentinel Development, Niumalu Market Center Development project heard at the <br />last KVDC meeting held on March 6 2018. The Sentinel Development, Niumalu Market Center <br />Development project was approved with conditions, one of the conditions, that all the roof would <br />be designed to match one of the roof designs. The applicant requested a meeting to discuss this <br />condition and to see if there redesigned proposal would meet that condition. Chair Roth shared <br />that some of the roofs matched the conditions, and that the development would be constructed in <br />phases with the buildings with roof designs that were of question not part of the first phase. It <br />was decided at the meeting that these other roof designed buildings would need to come back for <br />further review with the KVDC if the Planning Department could not make a determination based <br />on their elevations that they met the conditions of approval by KVDC. Mr. Dunlap also provided <br />clarification that he asked for a letter defining what would be proposed for Phase I construction, <br />including the landscaping and that the developer was informed that the landscaping along the <br />public roads of the project would need to be installed in phase 1. <br />2 <br /> <br /> <br />
