area. He explained that they had tried to work with Mauna Lani Resort to link up to their septic <br />system to no avail. The Puako Community Association is awaiting results of a study of <br />inexpensive septic systems which they hope to be an effective, low-cost solution. They also <br />hope to help educate the rest of the Puako community about the systems and different <br />incentives [such as tax benefits] for switching over. He suggested a subcommittee could be <br />formed to aid in those efforts. <br />Waimea Historic District. Committee Member Sanborn suggested that a course of action for the <br />Waimea Historic District project could be to first research what is involved with becoming an <br />historic district. He suggested cross-referencing with the Waimea Town Plan, Waimea <br />Circulation Plan, and plans for constructing connector roads to better understand the <br />boundaries of this district and its applicability with the general idea for future of the town and <br />its character. <br />Waikoloa Intersection. Committee Members McLaughlin and Smith spoke about the Waikoloa <br />Intersection Subcommittee and explained why meeting regularly and researching the issue has <br />been productive through increasing their knowledge on the topic. The subcommittee is still <br />moving along on their project and will provide an update at a future meeting. <br />Emergency Shelters in District. Committee Member Smith explained that the State Library <br />building in Waikoloa is an ongoing process where the State Legislature has appropriated money <br />to purchase the property for the site. This library would serve as an alternate emergency <br />shelter and community center alongside the current one which is Waikoloa Elementary School. <br />The Action Committee agreed that Kawaihae is an area which desperately needs an emergency <br />shelter. Chair Kaneali'i described the Kailapa Community Association efforts to build and <br />collecting funding for a(n) community center / emergency shelter in Kawaihae. A major <br />consideration for emergency shelters in both locations is the large amount of people staying in <br />the resort areas who may need to evacuate shoreline areas to seek shelter. <br />They outlined a plan of action to further discuss these items at a future meeting and to come <br />up with strategies for making progress toward these goals. <br />3. CIP Budget Overview and Action Committee Recommendation Strategy Discussion. <br />Chair Kaneali'i expressed doubt that the Action Committee would have much influence over <br />the CIP budget in light of the emergency situation in Puna. With general consent of the rest of <br />the Action Committee, this item was tabled to be discussed again at a future meeting, if <br />requested. <br />AGENDA FOR NEXT MEETING: (July 23, 2018) <br />1.
