terms on the windward and the leeward planning commissions, duly assigned according <br />to their respective residence address. <br />(c) If there shall exist vacancies on either the windward planning commission or the leeward <br />planning commission not filled by term hold over, the mayor shall appoint the remaining <br />members of the windward planning commission and the leeward planning commission in <br />accordance with Section 13 -4, Hawaii County Charter (2000). <br />(2008, Ord. No. 08 -01, sec. 5; 2010, Prop. 7, sec. 22.) <br />CHAPTER 8 <br />DEPARTMENT OF RESEARCH AND DEVELOPMENT <br />Section 6 -8.1. Organization. <br />There shall be a department of research and development consisting of a director and the <br />necessary staff. <br />(2000, Prop. 2, sec. 1.) <br />Section 6 -8.2. Director. <br />The director of research and development shall be appointed by the mayor, confirmed by <br />the council and may be removed by the mayor. The director shall have had a minimum of five <br />years of related experience. <br />(1979, Prop. 12; 2000, Prop. 2, sec. 1; 2000, Prop. 7, sec. 4; 2010, Prop. 7, sec. 23.) <br />Section 6 -8.3. Powers, Duties and Functions. <br />The director of research and development shall: <br />(a) Collect and develop data necessary for managerial and legislative decision - <br />making, and program and policy- making. <br />(b) Provide staff leadership for public and private development programs, enterprises <br />and plans, including economic, social and cultural proposals, which enhance and <br />improve the county community. <br />(c) Coordinate informational and regulatory knowledge of all federal and state grant - <br />in -aid participation programs which affect the county. <br />(2000, Prop. 2, sec. 1; 2010, Prop. 7, sec. 24.) <br />CHAPTER 9 <br />MISCELLANEOUS <br />Section 6 -9.1. Clerical Pool. <br />There may be a clerical pool consisting of such positions as the mayor may recommend <br />and for which appropriations have been made by the council. The purpose of such pool shall be <br />to provide periodic staff assistance to the various agencies of the county when necessitated by <br />heavy workloads. The clerical pool shall be attached to the mayor's office for purposes of <br />administration, assignment and coordination but the personnel of the clerical pool shall be <br />subject to the civil service laws of the State. <br />(2000, Prop. 2, sec. 1.) <br />21 <br />
