Section 7 -1.4. Powers, Duties and Functions. <br />The director of human resources shall be responsible for the human resources <br />management program of the county with two distinct categories of duties. The major duties shall <br />be in the areas of equal employment opportunities, personnel development, personnel <br />deployment, personnel relations and personnel welfare including employee safety and workers' <br />compensation. The secondary duties of the director shall be the administration of the civil <br />service system and the maintenance of the aims and mechanics prescribed by statute. The <br />director shall be the administrative head of the department of human resources and shall be <br />responsible for the proper conduct of all the administrative affairs of the department and for the <br />execution of the human resources management program prescribed by this charter, ordinances, <br />laws and regulations. The merit appeals board shall function according to statute. The director <br />shall provide technical and clerical staff services to the board. <br />(1979, Prop. 13; 2000, Prop. 6, sec. 2; 2006, Ord. No. 06 -60, sec. 2.) <br />Section 7 -1.5. Position Classification Plan; Compensation. <br />Except as otherwise provided by law or this charter, all positions in the service of the <br />county shall be classified within a position classification plan, and all persons holding such <br />positions shall be compensated as provided by the compensation law of the state. <br />Section 7 -1.6. Administrative Supervision. <br />The department of human resources shall come under the general supervision and control <br />of the mayor. <br />(1979, Prop. 13; 2006, Ord. No. 06 -60, sec. 2.) <br />CHAPTER 2 <br />POLICE DEPARTMENT <br />Section 7 -2.1. Organization. <br />There shall be a police department consisting of a police commission, a chief of police, a <br />deputy chief of police, and the necessary staff. <br />(1990, Prop. 3, sec. 1.) <br />Section 7 -2.2. Police Commission. <br />(a) The police commission shall consist of nine members. One member- shall be a resident of <br />each council district. The members shall be appointed by the mayor and confirmed by <br />the council in the manner prescribed in Section 13 -4. <br />(b) Statement of policy. It is hereby declared to be the purpose of this chapter of the charter <br />to establish in the county a system of law enforcement which shall be based on due <br />regard for the constitutional rights of all persons, which shall promote the highest <br />possible degree of mutual respect between law enforcement officers and the people of the <br />county and which shall provide for the expeditious apprehension of those who violate the <br />law. in order that these purposes may be achieved, the police department shall be <br />operated in accordance with the following: <br />(1) Standards of recruitment shall be designed to attract into the service persons with <br />high degrees of education, intelligence and personal stability. <br />24 <br />
