Any such rule or regulation may be modified by <br />the director of finance, in accordance with Chapter 91, Hawaii Revised Statutes, <br />provided that such modifications shall be consistent with the requirements of state law. <br />(d) The director of finance shall, from time to time, secure from all agencies estimates of <br />their needs for articles of common use and shall, when practicable, consolidate <br />requisitions in order to secure the benefits of quantity purchases, and may enter into <br />cooperative buying arrangements with other public agencies. <br />(e) The director of finance may by rules and regulations, not inconsistent with state law, <br />provide for: <br />(1) Emergency purchases which might be required. <br />(2) Petty cash funds or blanket purchase orders or both. <br />(3) Non - competitive purchases and contracts. <br />(4) Approval and signing procedures related to the issuance of purchase orders. <br />(5) Negotiated sales of county property found unusable for public purposes and <br />valued below $250.00 without public auction. <br />(f) All county storerooms (other than departmental) shall be supervised and operated by the <br />director of finance. <br />(g) The director of finance shall require such guarantees of performance by vendors as in the <br />director of finance's opinion may be necessary or may be prescribed by ordinance. <br />(1979, Prop. 8; 1990, Prop. 14, sec. 1; 1990, Prop. 16, sec. 3; 1994, Ord. Public Access, Open Space, and Natural Resources Preservation Fund. <br />(a) In adopting each fiscal year's budget and capital program, the council shall appropriate a <br />minimum of one percent of the certified real property tax revenues, including penalty and <br />interest, to a fund known as the public access, open space, and natural resources <br />preservation fund. Deposits to the fund shall occur at a minimum, on a quarterly basis. <br />(b) Funding shall consist of a minimum of one percent of actual revenue received in the <br />fiscal year. Additional revenue may consist of grants and private contributions intended <br />for the purpose of this section, voluntary contributions of any amount as specified on the <br />real property tax bill, proceeds from the sale of general obligation bonds authorized and <br />issued for the purpose of this section, council appropriations for the purpose of this <br />section, and grants and private contributions intended for the purpose of this section, and <br />any other source of revenue. <br />(c) Monies in this fund shall be used solely to: <br />(1) Purchase or otherwise acquire lands or property entitlements in the County of <br />Hawaii for public outdoor recreation and education, including: <br />(A) Access to beaches and mountains; <br />(B) Preservation of historic or culturally important land areas and sites; <br />(C) Protection of natural resources, significant habitat or eco- systems, <br />including buffer zones; <br />(D) Preservation of forests, beaches, coastal areas, natural beauty and <br />agricultural lands; and <br />(E) Protection of watershed lands to preserve water quality and water- supply. <br />(2) Pay the principal, interest and premium, if any, due with respect to bonds issued <br />in whole for the purpose of this fund. <br />
