HAWAII COUNTY CHARTER COMMISSIONPage 19 of 104 <br />Try to regulate, in the charter, how far people can go, I mean the administration and the Council, in land <br />use, with land use. It ought to be -, there ought to be more in the charter about land use. <br />HIGASHI: Land use? <br />ROSS: Land use, yes. <br />HIGASHI: L-a-n-d use. <br />ROSS: Yes. And not let the Council regulate it in the County Code because, I’ll tell you why, we have a <br />new County Council every two years; they can change the County Code, they cannot change the charter. <br />So some principal things, some very important things you put in the charter. <br />RAY: All right. <br />ROSS: Chapter 343, State EIS Code Requirements, should be in the charter. <br />RAY: Okay. <br />ROSS: And not the County has its own way of doing an EIS, as they have been doing. Chapter 343, <br />HRS EIS requirements. <br />HERKES: And number five? <br />ROSS: Pardon? <br />HERKES: Go ahead. <br />ROSS: Okay. <br />HERKES: Number five. <br />ROSS: Please get something in there to enable elected neighborhood boards. Honolulu has that, and they <br />are willing to come over and clue us in, Council or here. They’ll appear before you and give a whole <br />speech, the man who leads it. <br />Another general thing, no jail here for Honolulu because more than 50 percent of the people are against <br />it. <br />HERKES: Here, you mean on the Big Island? <br />ROSS: Pardon? <br />HERKES: By here, you mean on the Big Island? <br />ROSS: Yes, on the Big Island.
