But there were <br />a few, there were a few, of course, ultimate kinds of issues that was -, came down to a vote, and it was, <br />as I -, the single member was seven-four. Probably most of the things -. <br />BETHEA: That was coupled with the two-year term. <br />YUEN: Yeah, I don’t remember -. <br />BETHEA: Yeah. <br />YUEN: How that one went but most of -. <br />L’ORANGE: Sherwood made the motion making the two together. <br />YUEN: And most of the -, most of them were probably unanimous. <br />BETHEA: Yeah. <br />YUEN: Most of the things that were put on the ballot. <br />SANTANGELO: Thank you very much. <br />RAY: Okay. Questions? <br />BESS: Yes. <br />RAY: Steve. <br />BESS: A couple. Chris, you particularly mentioned the value of government input, and I’m just <br />wondering, was that input basically from the directors, from the managers? And how helpful -, how <br />broad based was your input from the government employees? <br />YUEN: I think it was primarily from the directors, and that they may have kept some control over the <br />situation that way because, you know, I’m sure that when the letter goes out, it goes to the director of a <br />department. <br />BESS: Right. <br />YUEN: And that’s who’s going to get it. And that probably, for the most part, they didn’t put it up on <br />the bulletin board and invite everybody to come up and say what they thought. People have -, you know, <br />County employees, they do have free speech, you know. If they want to come to this Commission and <br />say, well, we don’t really need a deputy director in our department or something like that, they, <br />theoretically, they have the right to do that. I think that sure, we did get more of the viewpoint of <br />somebody in the director’s position. I was surprised that there was -, there were a couple of instances of <br />people who were a little lower down who came and presented things that I took not to be completely the <br />party line though, so there was a little bit of freedom there. <br />BESS: Well, I -, the reason I raised that, I know that there may be people in higher positions that are <br />appointees that may not have the understanding of government that some of the ones that have been in <br />file://\\coh01\cohweb\council\charter_commission\minutes\minutes 5-12-99.html7/1/2011 <br /> <br />
