Well, let’s -, we can touch on this again at the end of the meeting, but since we’ve got our <br />department heads here, let’s go ahead and move towards that. And actually, I had scheduled -, Ms. <br />Tulang, Parks and Rec, is first on the list, so we’ll -. <br />BESS: Mr. Chairman? <br />RAY: Yes. <br />BESS: I think since they’re here, they can go forward and testify, and I’d like that. I think what we need <br />to do is we had advised both the -, your Commission -, your subcommittee on attorney selection, had <br />notified two of the people that it was highly recommending to stand by, and if we’re going to go forward <br />with this, I suggest that the attorney can just listen to the transcript, and the selection of the attorney can <br />follow, and I’d like to call them and just say, hey, don’t worry about it. <br />RAY: Okay. Well, let’s take a brief recess, yeah. <br />RECESSED The Chairman called a short recess at 3:30 p.m. <br />RECONVENED The meeting reconvened at 3:35 p.m. <br />RAY: Okay, let’s call the meeting back to order. On the agenda, we’re at Item VII, New Business. <br />We’re going to start our departmental reviews, and first we’re going to hear from the Director of the <br />Parks and Rec Department, Ms. Julie Tulang, who submitted written comments to us earlier. So, Ms. <br />Tulang, could you come up to the table. Thank you very much for coming today. <br />TULANG: Thank you. Thank you for this opportunity to address you. Thank you for this opportunity to <br />address all of you. First off, I need to clarify that the comments made are primarily from my department; <br />it does not necessarily meet with the endorsement of the Mayor. We may not -. <br />RAY: Okay. <br />TULANG: Agree on all of this, so I need to say that up front. Okay. <br />What I need to tell you is how we came about with our recommendations that was sent to the Chair, and <br />that we sent -, or I sent the Charter out to all our division heads to give them an opportunity to voice <br />their opinion. And so, collectively, this is from our department and our division heads and not just from <br />me, alone. <br />Some of the areas we call attention to are just minor changes. Others, one other may be a major <br />overhaul, and you may not want to address that. But one of the areas that causes us some concern is the <br />area of the Safety Coordinator, primarily because of work comp cases. And so we would like to <br />recommend that perhaps the Safety Coordinator be a Civil Service position so there is continuity and <br />follow-through on work comp cases rather than creating a new learning curve every time a new <br />coordinator is appointed. And that’s Article V, Chapter 6, Section 5-6.2. <br />The other area that probably needs to be cleaned up a little or clarified and may be a bit controversial is <br />the County bands. Right now it reads in Chapter 6, Article VI, Chapter 3, Section 6-3.4, County bands. <br />There should be one County band and, perhaps, that should move under the Office of the Mayor. Right <br />now, it’s under the office of -, Department of Parks and Recreation. And the bandmaster can continue to <br />be appointed, an appointed position.
