HAWAII COUNTY CHARTER COMMISSIONPage 9 of 42 <br />IRVINE: Okay. <br />RAY: Any other questions? Okay. Mr. Wurdeman. <br />WURDEMAN: Okay, the Safety Coordinator, 5-6.2, if you look at the Charter as it reads today, the <br />Safety Coordinator has a wide scope of duties, including investigation of all accidents involving <br />anything to do with the County. But, historically, the Safety Coordinator’s office has been very small <br />and, once again, it’s a question of do we want to create a bureaucracy to do these nice-to-do things <br />where there’s been no bureaucracy in the past? So, my recommendation is that the functions of the <br />Safety Coordinator be reassigned to other departments or that somehow that department be geared up to <br />be -, to fully carry out its duties. <br />RAY: Any questions on that? <br />WURDEMAN: You guys have gotten together, haven’t you? We’ve had that suggestion before. <br />RAY: Well, I think this -, what this -. Let’s see, we’ve had the suggestion to make that position a Civil <br />Service position, right? <br />HERKES: And Parks and Rec, Julie had a suggestion. <br />IRVINE: Yeah, Parks and Rec said put it under Corporation Counsel’s office. <br />RAY: And to put it under Corporation Counsel. <br />WURDEMAN: Well, I’m not saying that. The Workmen’s Comp function, which is a big one. <br />RAY Right. <br />IRVINE: Which she talked about. <br />HERKES: Yeah. <br />WURDEMAN: In most -, right now, although it’s assigned in the Charter to the Safety Coordinator, my <br />department is doing a lot of it. But in the other counties, to the best of my knowledge, it comes under the <br />Civil Service Department. <br />HERKES: Workmen’s Comp? <br />WURDEMAN: They handle that. Because it fits in with the whole idea of safety on the job and training <br />and people get hurt, and you pay for it, but then you try and prevent so they don’t get hurt; it all kind of <br />fits together. <br />HERKES: I agree. <br />RAY: And I’m not sure if they’re going to be here, but, you know, we also have -. <br />HERKES: There’s three people outside. <br />RAY: Pardon? <br />file://\\coh01\cohweb\council\charter_commission\minutes\minutes 5-26-99.html7/1/2011 <br /> <br />
