Automatically in. <br />SANTANGELO: Otherwise the two top vote getters go into what you would call a <br /> <br />General? <br /> <br />ARAKAWA: Correct. <br />SANTANGELO: But you said there was another type where the two highest - so one <br />election only and the two highest vote getters, regardless of the percentage, were <br /> <br />winners? <br />ARAKAWA: No, two elections. It would be two elections. There’s other places on the <br />mainland that have two elections; first election, they see who the two highest vote <br /> <br />getters are, and then they run in the General. <br /> <br />SANTANGELO: Like the Honolulu? <br />ARAKAWA: No. Honolulu is 50% - if you get 50% plus one, you’re in. If you don’t get <br /> <br />50% plus one, you have to run-off against your number two. <br />SANTANGELO: So, almost the same thing then. The two highest would move on unless you <br /> <br />got 50% plus. <br /> <br />ARAKAWA: Correct. <br />SANTANGELO: Then the other one was, no matter how many people get in the Primary, <br /> <br />the highest vote getter regardless, is the winner. One election, one winner. <br /> <br />ARAKAWA: Right. <br /> <br />SANTANGELO: So it’s just plurality, it’s not a majority type thing? <br /> <br />ARAKAWA: Yes, not a majority. <br />FELIX: There is one exception. If there is a resignation or removal from office and <br />there is a special Special Election, and it’s winner take all in the Special <br /> <br />Election, plurality. That’s the one exception. <br /> <br />SANTANGELO: Thank you. <br /> <br />RAY: Marni Herkes. <br />HERKES: You guys have been fairly glowing about nonpartisan elections and your <br /> <br />experience with them has been very positive. <br /> <br />ARAKAWA: No, I lost the Prosecutor’s election. <br /> <br />FELIX: That’s right, I forgot about that. <br /> <br />ARAKAWA: That’s a joke. That’s a joke. I got a better job. <br />HERKES: That’s partisan, the Prosecutor’s was. With everything that has a lot of <br />positives, there are some negatives.
