Is Council members calling them about itty bitty problems, that <br />colleagues call them about, that really aren’t police problems. <br />PRANKE: Then they should tell them to call the Police Commission. <br />BALOG: So, I just think it’s funny that you said you wanted an Executive Branch so you had a check <br />and balance. It’s the people’s way to get a chance. But the Police Commission, you said that the Council <br />member should pick the person, so where’s the check that Council member is picking the best person? <br />PRANKE: Where’s the check that the Mayor is? <br />BALOG: The Council has to approve them. <br />PRANKE: And the Council would have to approve that one too. That’s what I said. Each Council <br />member would pick one of their constituents, with the approval of the rest of the Council. <br />BALOG: But I can let you know, not that I want to argue this point, but from personal experience, you <br />can be nominated by a Mayor and still be denied at the Council level. <br />PRANKE: Not very often. Once in the last four or five years. <br />BALOG: Once in 30 years because it’s me. But I find it hard to believe, if you have five members, and <br />you’re telling these members, you’re giving them the chance, you pick that person. Each of the nine are <br />going to be lobbying each other, eh, that’s the person I want, so you help me get this person in, I’ll vote <br />for you for that person. <br />PRANKE: Tell me who does that and I’ll take them up for violation of the Sunshine Law. <br />BALOG: No, I’m just saying, though - <br />PRANKE: I mean, it should all be done out in the open. <br />BALOG: It is done in the open, but roughly, in laymen’s terms, that’s how politics works. <br />PRANKE: Sure. <br />BALOG: I just wanted to give you a little point there. <br />file://\\coh01\cohweb\council\charter_commission\minutes\minutes 10-13-99.html7/1/2011 <br /> <br />
