minutes 10-16-99Page 2 of 75 <br />PATTON: In which? <br />RAY: Sunday’s paper. <br />HENRY: In both papers, West Hawaii Today and Hawaii Tribune-Herald. <br />PATTON: Sunday’s? Okay. I’ll go back and look at that one. <br />HENRY: The public notices were in RFD, the little State and County paper, and that was in last <br />Monday’s. <br />PATTON: I’ll go back and check because I do try to read word for word. <br />HERKES: Wait, don’t quit. Let’s finish the web here. <br />RAY: Then we’re on the web. <br />PATTON: I don’t have a computer so - <br />HERKES: The library does. <br />RAY: So, I just want to go through - and the notices you got last time, and maybe that’s why you <br />thought you were on that - we did sort of an extraordinary mailing list for the Public Hearings and you <br />were put on a list in regard to the Public Hearings so that’s why we did sort of an extraordinary list of <br />about 140, 150 - <br />HENRY: 300. <br />RAY: 300 extra notices for the public hearings, so anyway, I apologize for that. Actually, this is the first <br />meeting we’ve held that’s out of Hilo, I think, since then. We’ve been having all our meetings in Hilo. <br />PATTON: And I’ve seen in the papers, some notification of Hilo meetings, but didn’t catch this one. <br />RAY: But we haven’t sent out any specifically to community groups on those. <br />PATTON: Thank you. My reason for quickly changing my plans and coming over was partly on behalf <br />of the other people who came last time, and couldn’t this time, because they didn’t know until late, so <br />they sort of delegated me to listen for everybody. Most of you were here last time when we came over <br />and so, we were looking primarily for follow-up discussion on some of the ideas that we had presented, <br />in terms of the nonpartisan elections, in terms of local incorporated governments in the communities, <br />whether it be Kona, as a city or whatever, to do local items. I mean right now, the County sits down to <br />discuss whether a street in Kona should be named such and such, and that’s something that is taking up <br />County time, that quite easily a local government in Kona could do. And in terms of County Managing <br />Director, or whatever the term wanted to wind up being, and in terms of having Commissioners for the <br />Planning and the Water Department directly elected. And we are here, I am here, for these people to find <br />out what has happened in the meantime. What other people’s reaction around the island has been to <br />these ideas, and where it stands now. <br />RAY: Well, we may, or may not, touch on some of those subjects today, and I could probably chat with <br />you personally to give you a little more of a complete sense on where some of those things are, or not, <br />file://\\coh01\cohweb\council\charter_commission\minutes\minutes 10-16-99.html7/1/2011 <br /> <br />
