What was it that we were saying was the <br />duty or responsibility of this Commission, aside from EMS, which is a State issue which we contract, but the Fire <br />Commission? In the Police Commission, they’ve got all these things that firemen don’t do. What was it we saw? Was it just <br />to hire? <br />MARTIN: No, it would be the same format as the Police Commission. <br />SANTANGELO: But firemen don’t shoot people. <br />MARTIN: Como esta, but they go and pick up the people after they get shot, so there’s some relevance there, okay. But, I’m <br />sure we’d look at it and have somebody write something up that would mirror, per se, the Police Commission, is what I’m <br />saying. <br />IRVINE: In Honolulu, they adopt rules necessary for the conduct of its business and review rules for the administration of the <br />department, review the annual budget, review the department’s operations, evaluate at least annually the performance of the <br />Fire Chief, and submit a report to the Mayor and the Council. <br />HERKES: Good, good. <br />SANTANGELO: I’d like to see that with the Police. <br />IRVINE: We can look at this concerning the Police. <br />HIGASHI: It’s a policy making body, it’s not an operational body, yes? <br />IRVINE: I think it’s policy making, not operational, but they do ‘review personnel actions within the department for <br />conformance with the policies under Section 6-502 of this Charter. Hear complaints of citizens concerning the department, or <br />it’s personnel, and if deemed necessary, make recommendations to the Fire Chief on appropriate corrective action, submit an <br />annual report to the Mayor and Council on it’s activities.’ <br />SANTANGELO: The question you brought up about whether you have to be in the Police Department; it would be nice to <br />ask those specific questions of Sharon and Jo-Anna, if they come, because they may have a whole other spin on the reality of <br />that. But, that would be a good thing. <br />RAY: Okay. <br />MARTIN: And to touch upon what you were saying earlier about not being able to acquire people to sit on these <br />Commissions, it becomes an Administration situation that it could be addressed, again as being said, with the right person in <br />office. <br />HIGASHI: They’re getting better. <br />MARTIN: Yes. <br />RAY: Also, Sharron, could you pull together, maybe, some source information on Public Safety Commissions from other <br />jurisdictions, and whatever, so we can understand better how those work? <br />HENRY: Yes. <br />HIGASHI: So, we’ll schedule that for action at the next meeting? <br />HERKES: On Wednesday? <br />RAY: No, we’ll get to it in January.
