minutes 01-15-00Page 19 of 59 <br />RAY: That’s the motion that’s on the floor right now. <br />SANTANGELO: Oh good. So, that’s what happened when I was out of the room? I support it. <br />KUROZAWA: But you were here when the motion was made. <br />SANTANGELO: No, but we were still discussing a crossover and this is just there is none. <br />RAY: Does anybody want to amend that with the one exception for the - <br />HIGASHI: I want to defeat it and then start all over. It is more than this one Amendment. <br />HERKES: I want it in writing. <br />RAY: Well, go ahead and discuss what - <br />HIGASHI: That’s why I wanted him to come up with a draft that we can look at something, and then amend that and move <br />along. You know, with several scenarios. I think he has the gist of what we’re thinking about. <br />RAY: Well, maybe, could you do it in more of an informal note form? <br />HIGASHI: John, that’s what he’s been doing up to now and we’ve been taking votes after that. <br />YUEN: I can draw up four or five options. I could draw up eight max. I can draw up eight max with a one time exception for <br />six-year district Council members to go to ten. I can draw up eight plus eight, for a total of sixteen. Any other alternatives? <br />Does nobody want eight plus eight? <br />IRVINE: Was anybody thinking eight plus eight? <br />YUEN: Nobody wants eight plus eight, so I’ll forget that one. <br />HIGASHI: I’m not saying eight plus eight. It’s a new office, eight consecutive years, maybe. I mean, a person may be only in <br />office for only two years now. A person may be in office for two years and he could run at-large and be only eight <br />consecutive years. It’s not eight plus eight. <br />YUEN: But I’m saying eight plus eight as a simplified way because those are the main scenarios I’ve heard discussed so far, <br />and I can imagine a few more, but those - <br />HIGASHI: I think you’ve covered most of them. <br />MARTIN: There’s always the two-four-two. <br />RAY: So, we have a motion on the floor. I guess we should vote on that. <br />HIGASHI: I say we withdraw this motion. <br />MARTIN: Sorry, sir, I’m not withdrawing it. <br />SANTANGELO: I would speak against the motion, then, so that we can allow Chris to do what he’s doing, because, for me, <br />it’s about better government, and we need to try to put something out there that people perceive as better government. And <br />this whole discussion started because of how Council members were acting in terms of just territorial parochialism. <br />RAY: Let’s vote on that motion. Does everybody understand the motion on the floor? George’s motion to strictly limit it to <br />the eight years.
