minutes 02-09-00Page 24 of 41 <br />RAY: We have an amendment whether to add these additional positions that we’ve got to vote on, and then the main motion <br />is just without those positions. <br />SANTANGELO: Or if it passes with that amendment. <br />RAY: Okay, so all in favor of the amendment, raise your right hand. <br />COMMISSIONERS MARTIN, RAY AND YOSHIYAMA RAISED THEIR HANDS. <br />RAY: Opposed? <br />COMMISSIONERS BESS, HERKES, IRVINE, MARTIN AND SANTANGELO RAISED THEIR HANDS. <br />RAY: So the amendment doesn’t carry. All in favor of the original motion raise your right hand. <br />ALL COMMISSIONERS RAISED THEIR HANDS. <br />RAY: Okay, motion carries. And just remember this is just preliminary. A lot of people aren’t even here tonight, and I’m sure <br />we’ll get more input on this. <br />Does everybody want to take a five minute break? Okay. <br />RECESSED The Chairman called a recess at 6:50 p.m. <br />RECONVENED The meeting reconvened at 7:05 p.m. <br />RAY: Let’s reconvene the meeting. Gary reminded me that we did need to clear up the language on that last sentence on the <br />Salary Commission, where we’re talking about the - <br />MARTIN: Civil Service employees. <br />RAY: Yes, and we talked about that but didn’t, I don’t think, come to any conclusion. So we need to let Chris know how we <br />want that written up. <br />HERKES: Do we have to do a motion? Can we just let Chris know we want it ‘public and private sector’ employees? <br />IRVINE: Yes, that’s what I thought we had. <br />YOSHIYAMA: Using your language. <br />RAY: Well, that’s fine with me. <br />MARTIN: Is that legal, sir, or do you need a motion? <br />RAY: There again, this is a draft. <br />YUEN: I think there’s a consensus. For some of these things, the Commission has approved the totally final language, but <br />still in preliminary form, but I mean, actually the way it would appear in the Charter, and I’ll just write this up, and I know <br />what the consensus has been on the discussion, and you folks will approve it, and then it’ll be legal. I’ll just write it up as we <br />discussed. <br />RAY: And I’m sure we’ll get input as we go along. Mr. Ben wanted to comment on the issue of Department Head <br />Qualifications.
