minutes 03-08-00Page 29 of 35 <br />RAY: I like the way it is now. <br />HIGASHI: Why don’t we go with what we have now and see what happens. <br />HERKES: But we moved it from an education to an administrative position, and that’s consistent with all our Department <br />Heads, that we put more of an administrative slant on it. We could have five years experience or a degree. It didn’t say ‘and a <br />degree’, or three years experience, but it doesn’t say administrative, and that’s what, I think, is consistent with everything else <br />we did. <br />YUEN: I just raise as a question, but this was the way it was voted on. Just to let you think about that. <br />HERKES: So for sure there is at least three years in administration. <br />IRVINE: I think you wrote it up the way we intended. <br />RAY: Anything else on that section? Number 16. Police Commission. I think the changes here is that we found some <br />language we liked in the Fire Commission so we moved that over to the Police Commission, and then the other two changes <br />were at the end there, (6) and (7), ‘evaluate at least annually the performance of the police chief’. So, that’s just some <br />additional language in regard to Statement of Policy, and then calling for an annual review. <br />HERKES: I like that Statement of Policy. <br />IRVINE: Thank you. So do I. <br />RAY: They called me about this. They had just seen the summary so they didn’t know what it was all about, and I faxed them <br />all this. I didn’t hear back from them. I explained to them where it came from. <br />IRVINE: Chris, I was wondering, the present Police Department amendments that we had in here, I’ve never figured out the <br />numbering, or whatever, on this. Was it a little weird or something? <br />YUEN: You mean the way the numbering is done on the - <br />HERKES: Police Commission or Police Department? <br />IRVINE: In here, in the Charter, the present Charter. <br />YUEN: Okay, the present Charter. <br />IRVINE: So you think yours is consistent? I didn’t check yours, but I bet it makes sense. The present one - <br />YUEN: I’m sorry. I didn’t bring my flyleaf. <br />IRVINE: Yes, it’s on a little piece of paper. <br />YUEN: The powers are the same. <br />IRVINE: Yes, (e), (f). They just go Section 2, Section 3, but they never said Section 1 or anything. <br />HERKES: Yes, it’s weird. <br />IRVINE: It’s strange. Let’s not worry about it. Yours looks good. <br />YUEN: No, I don’t understand. <br />IRVINE: Okay, Marni thinks she does. It’s all right.
