Raise your right hand if you’re in favor of deleting. <br />HANDS RAISED: All Commissioners. <br />RAY: Okay, we’ll delete. So, we’re deleting; we will not be moving forward the Council to include at- <br />large seats. <br />MC CULLOUGH: Was that unanimous? <br />RAY: Yes. Okay, Mr. Santangelo. <br />SANTANGELO: No, that was - <br />HERKES: Do you have another one? <br />SANTANGELO: No, I’m willing to share. <br />HERKES: I’d like to put on the table the Legislative Research Office as one not to put on the ballot. Not <br />because I don’t think it’s a good idea to reorganize it, but the County Council can reorganize that office <br />anytime they want to. They don’t need a Charter Amendment. Unless they have the will to reorganize <br />the office, they get to live with what they have and we get to live with it also, and I’d love to see a real <br />Legislative Research Audit Office, but the County Council does not want one. I will work very hard to <br />get some Council people elected that can change that office into a research office. But right now, <br />nobody understands what actually happens in that office. It’s probably just as well. <br />IRVINE: I’d like to second Marni’s motion, although I’m not sure she really made one. <br />HERKES: I did. I moved to take it off the ballot. <br />IRVINE: All right. For the same reasons. We need a real internal audit and we weren’t able to turn that <br />office into it so I think we should just remove it. <br />HERKES: Leave it alone. <br />RAY: More discussion? <br />SANTANGELO: Just real quick. I know what some of the Chambers that I sit on, and their facts. They <br />oppose this, and mainly because they misunderstood it, and you and I both sat on the Council. We know <br />what needs to be done and I think Ms. Herkes articulated it quite well. And it is their mess and they’ll <br />have to deal with it. I think it was a good try on our part but there’s more important things, and this <br />doesn’t need to cloud it, so I will be voting against this. <br />RAY: Any other testimony? All in favor of deleting, raise your right hand. <br />HANDS RAISED: All Commissioners. <br />HIGASHI: Mr. Chair, I move to delete number 11. <br />RAY: Number 11 is the Qualifications of Heads of the Departments of Public Works and Water Supply. <br />This is the amendment that would delete the requirement that those departments be headed by a <br />file://\\coh01\cohweb\council\charter_commission\minutes\minutes 05-10-00.html7/1/2011 <br /> <br />
