The one, 6 on most of our schedules here, has <br />to do with the Planning Department functions which would eliminate language that would preclude the <br />reorganization and create this idea of a Division of Permitting. So we need to deal with that one first. So, <br />would someone like to make a motion in regard to the Planning – <br />SANTANGELO: We do have a legal motion on the floor right now, Mr. Chair. Point of order. <br />HERKES: Was there a second? <br />SANTANGELO: Yes there was. <br />KUROZAWA: I seconded it. <br />HERKES: Okay, sorry. <br />RAY: Does anybody have a problem with voting on both? <br />HERKES: I withdraw the motion. <br />SANTANGELO: Your second has to agree. <br />KUROZAWA: I withdraw my second. <br />RAY: Can I have a motion in regard to number 6, if someone would so choose, in regard to the Planning <br />Department functions? <br />IRVINE: I move that we remove number 6 from our consideration. <br />RAY: Do I have a second? <br />HERKES: Second. <br />RAY: Would anybody like to speak to that? <br />SANTANGELO: I would like to ask other Commissioners to comment. The reason I struggle with <br />dropping that, and I will cooperate, is we’re asking the people to authorize the Council to do something. <br />It’s not like the people vote and it’s a done deal. It still has to go through the Council. It has to be by <br />ordinance. And so it’s just simply giving a little bit more guidance and a little more leeway for the <br />Council to be involved in the restructuring of the government. So I, kind of, struggle with that and I’d <br />ask for the rationale from others. Thank you. <br />RAY: I’ll speak to that. In my mind, a future Administration may want to put forth this type of <br />reorganization, and the County Council will be very much involved in that. And if they do want to, then <br />the Council can go ahead and amend the Charter in regard to allowing that to happen. But it’s confusing. <br />It’s putting a confusing amendment forward which may or may not ever be acted on in the future. So for <br />that reason, I think a more reasonable way is if a future Administration would like to reorganize the <br />departments in that fashion, and they need a Charter change, and the Council agrees with them, then <br />they can make the Charter change.
