Transcript of Meeting of May 10, 2000Page 22 of 62 <br />HERKES: So moved. <br />RAY: Second? <br />YOSHIYAMA: Second. <br />IRVINE: Discussion. It came to my attention, after reading through this I didn’t realize when we put this <br />in that we were following, I think, City and County wording on this which means that someone can be <br />elected in a Special Election at the same time as we hold our Primary Elections. Maui County wording, <br />on the same thing, provides that if there are only two people running in a winner-take-all election, they <br />would both go onto the ballot at the time of the General Election, when we have like 15% more people <br />actually voting, and I would really like to see us use the Maui County language instead of the Honolulu <br />County. It changes things a bit, but I do have a copy here of the Maui County, that we all have had for a <br />while. But I would move that we insert that rather than the City and County of Honolulu, in the interest <br />of allowing more people to vote. <br />RAY: So are you moving that as an amendment? <br />IRVINE: Yes. <br />RAY: Do we have a second? <br />HERKES: Well, did we have a motion on the floor? <br />SANTANGELO: We’re amending the motion so you need to second it. <br />HERKES: I’ll second. <br />RAY: Discussion on the proposed amendment. <br />SANTANGELO: If I’m to understand, Sue, then the intent of this – more voters, but the intent is that in <br />a General there will be people running for all offices. <br />IRVINE: Yes. <br />HERKES: No? Chris is shaking his head. <br />YUEN: I think, if I’m hearing you correctly, if only two file, then that race is not decided at the Primary <br />at all, and they both go on to the General. And if there are three or more running, and one person in the <br />Primary gets the 50% plus one vote, then that’s pau and you’re elected outright. <br />HERKES: In the Primary? <br />IRVINE: I don’t think so. <br />HERKES: So that means we’re back to where we started from. <br />YUEN: No, it’s a little bit different because the way it was voted on when we first did this was that if <br />you got 50% plus one in the – we’ll call it the Primary for simplicity; it’s not really the Primary. <br />file://\\coh01\cohweb\council\charter_commission\minutes\minutes 05-10-00.html7/1/2011 <br /> <br />
