minutes 05-31-00Page 15 of 54 <br />HERKES: No. <br />RAY: No? <br />HERKES: I withdraw mine. <br />IRVINE: I can give you copies of this on my usual size piece of paper. <br />RAY: You have those copies for us? <br />IRVINE: I have two copies here. <br />RAY: That’s okay. We heard it once. Why don’t you read it again. <br />IRVINE: Okay I will. I just did this a couple of hours ago. <br />‘We the people of the County of Hawaii do hereby adopt this Charter of the County of Hawaii, State of Hawaii. This Charter <br />is adopted to provide the framework for governing our island in a responsive and efficient manner. Our goal is to provide our <br />elected and appointed officials guidelines for governing in a manner which instills trust and confidence in the integrity of <br />government.’ <br />It’s because Marni handed me the one from last time and – <br />HERKES: It’s all my fault. It’s because Curtis said we should do this. <br />IRVINE: Then I thought we didn’t need to mention – She had in there management techniques and I thought that seemed a <br />little bit manini for the Charter so – The business of guidelines, I think, was also in your wording. I left your wording on my <br />computer desk. <br />HERKES: I have it somewhere but it doesn’t matter. <br />RAY: What’s the suggestion in regard to guidelines? <br />IRVINE: Mr. Tyler thought that – A Charter is a framework. It’s not just guidelines. <br />SANTANGELO: It’s law. <br />IRVINE: It’s law. <br />ALONZO: Shall. <br />IRVINE: On the other hand, you can’t mandate trust and confidence and the integrity of government. You can’t mandate <br />integrity so it’s hard to say we shall be. <br />HERKES: Would it help, Mr. Ray, if I talked about the ethics because some of that wording comes out of the ethics wording? <br />IRVINE: And Maui Charter has a Preamble. <br />HERKES: Well, but their Preamble’s not very good either. I read it. <br />IRVINE: That’s where ‘We the people of the County of Hawaii’ and the business about the County of Hawaii and State of <br />Hawaii, which we may not need to be that formal. I don’t know what our attorney would say.
