minutes 05-31-00Page 8 of 54 <br />TYLER: Yes. <br />RAY: I mean logistically it’s a mess. <br />HERKES: I’m sorry. I kind of took you by surprise, but if you do later on, let us know. <br />TYLER: Well, you did and I wasn’t sure what was intended by VII A, but I realize, and I would concur, that it is a mess in <br />some cases, and I don’t want to contribute to the mess at this point because what I might say would be more confusing <br />because I haven’t really thought too much about it. <br />But I did want to talk about your New Business. I wanted to thank you for consideration of my comments at your last <br />meeting regarding the Preamble. Are you still soliciting suggestions from the public? <br />HERKES: Sue wrote one. <br />TYLER: Did you write one already? Would you read it? <br />HERKES: I wrote one but it’s terrible so she wrote a better one. <br />TYLER: Okay, I’m not trying to put anybody on the spot but I was just wondering if you were looking for – <br />HERKES: But we thank you for calling that to our attention. You’re right, it was terrible. <br />IRVINE: So Marni wrote something and then I haven’t had time to respond to her because I’ve been away, but I changed it a <br />little. ‘We the people of the County of Hawaii do hereby adopt this Charter of the County of Hawaii, State of Hawaii. This <br />Charter is adopted to provide the framework for governing our island in a responsive and efficient manner. Our goal is to <br />provide our elected and appointed officials guidelines for governing in a manner which instills trust and confidence in the <br />integrity of government.’ <br />TYLER: Very nice. I would have only one comment, and that is the word ‘guidelines’. I’ve heard that word used in <br />conjunction with ordinances and the Charter, and I think we all know that when they see the word ‘shall’, it’s a lot more than <br />a guideline. It means you must and you will do it. So, I hope that you take that as a constructive comment. So, in any case, I <br />want to thank you for that. <br />I don’t have any problem if you want to change the name of the Head of the Department to the Director of Public Works, as <br />long as the qualifications are not changed. In other words, it should be a registered professional engineer, and the reason for <br />that – <br />HERKES: Can we have five years of administrative experience along with that? <br />TYLER: Sure, why not. Go for it. <br />HERKES: Well, I don’t know why not. <br />TYLER: You’re going to get a better person than you might get if somebody didn’t have the administrative experience, and <br />just came out of – <br />HERKES: It’s an administrative position. <br />TYLER: It’s more than that, but in any case, it’s important to have the registered professional engineer because they have to <br />put their signatures on the plans. <br />The other thing is change the Liquor Commission to nine. Hooray. Thank you. <br />I don’t know what you’re contemplating for the Code of Ethics.
