IRVINE: Yes. <br />TULANG: And that the position would be one that had continuity to it. <br />IRVINE: All right. Your second point that you had given us was concerning <br />minimum requirements for the position of Deputy Director and Directors <br />TULANG: <br />IRVINE: <br />I just toss that out because -. <br />Okay. <br />TULANG: You know, there's all this controversy of the Chief Engineer, you have to <br />have all this license and everything, and then anybody can be Parks and Recreation Director, <br />even a home economist. <br />IRVINE: Okay. The other thing, do you have any thoughts on why you need a <br />Deputy Director at the Department of Parks and Rec? <br />TULANG: Why -? Good question. The Department of Parks and Recreation has, you <br />might say we have two extremes in activity. One is a multitude of maintenance activities, the <br />other is recreational activities. Say we were to slice it down the middle, we do the fun and games <br />programming, and we do the maintenance and upkeep of facilities and buildings. One person to <br />oversee all is very difficult. <br />The other is that we are probably the largest employer, at this time, for County of Hawaii. On a <br />regular -, say from September to May, we have somewhere of 425 employees. For the summer, <br />we go up to about 600 employees. If we add on to that all the contract work that we do that is <br />everyone that does classes and activities that we hire on a contract, we deal with upward of <br />700 employees. With that, you know, if everything was good, it would be fine, but then we have <br />multitude of complaints and things to follow up on. We want our people out there doing work. <br />We need -, I need to share that good work with someone else to help follow up on, and so I think <br />the Deputy Director can help, and it would be, you know, good if one is strong in personnel or <br />maintenance and the other has the overall planning and vision, and it just forms a team.
