You guys that were on the <br />Council, is that something - that seems to me to be kind of nitpicky. Seems to me that <br />you give the agencies and executive agencies a budget, tell them what they can spend <br />their money on and then you let them spend the money on it. <br />RAY: I'm not aware that that was an issue, certainly not a problem that <br />I'm aware of, Marni, but we can - <br />HERKES: <br />that. <br />IRVINE: <br />another. <br />It was an issue when the Mayor was the Finance Director, I know <br />I think it was the problem of shifting funds from one place to <br />HERKES: No, it was the problem that every single receipt came across. I <br />mean if a department head wanted to go to Honolulu, and it was in his budget, he had <br />to come and ask permission of the Finance Director.
