RAY: Sue. <br />IRVINE: I guess I was wondering, when you talk General Services Agency, <br />what services? You've said Animal Control, Chief Procurement - <br />TAKAHASHI: Okay, like for my area, we have seen agencies wanting to give up <br />some of their budgetary responsibilities like rental of facilities. We do some of the <br />rental agreements now. We pay the utilities for the entire County. <br />IRVINE: So it's services to other County Agencies, you're talking about? <br />TAKAHASHI: Yes. Because when the agencies have these responsibilities, <br />when we issue the order to cut, they can't cut these but yet, it's part of their allocation. <br />So we say, okay, it's not fair so they've transferred it to us. And there's more of that to <br />come because as we begin more and more cuts, they have a very difficult time meeting <br />their reductions when they have responsibilities that are not theirs. They pay the bills <br />for other agencies. It's just that that's how it's been done all these years. Mainly this is <br />Public Works. So we've taken on some of their responsibility. <br />RAY: Other questions? Okay, Harry, thank you very much. <br />I don't know where everybody's energy level is. <br />HIGASHI: I have one question, a procedural question. Now we have a <br />presentation made by an agency. Do we want to act on their recommendations or are <br />we going to put it on the side and come back and revisit it? <br />RAY: Yes, that's what I wanted to talk about. My recommendation is that <br />we agendize these sections for the next meeting. We try to get Public Works and <br />Board of Appeals in, knock out this whole Division of Permitting issue. And we <br />digest what we heard today from Mr. Takahashi, and then go through and see what the <br />will is in terms of pursuing some of these things. That's a possibility, or if you want to <br />go through it this evening, we can do that too. <br />HIGASHI: Do we approve a concept and then the legal language is drawn, or <br />are we going to have the legal language drawn and then approve it? We've got to <br />have some kind of process so we can just move these things along. <br />RAY: I would say we approve in concept what we want to pursue and <br />then have Mr. Yuen go ahead and draft something for us. <br />BALOG: Makes sense. <br />41 <br />
