George. <br />MARTIN: Thanks, and appreciate you folks coming and participating in our <br />format. I guess it's your format too because the dates coincide, yeah? Specific <br />questions on your neighborhood board proposal. Would that be advisory, or what <br />type of format would that be, or would you expect to see, if it were to be taken up? <br />ISBELL: Well, we had different discussions on this and there is a question <br />on whether it should be advisory or should have some authority to make decisions. <br />The Planning Commission, as you know, has some authority even though some of us <br />question whether that's correct or not, but I think one of the things that there was a <br />great concern about is that it be funded so that they are elected, like Oahu. That it is <br />just not a volunteer appointed thing, but they have to run for it, and that way you get a <br />lot more interest and participation, I believe. And what I've found on Oahu is even <br />when you have a very important meeting in the Legislature, if there's a neighborhood <br />board meeting, they go to that first, and they come to things later because that's how <br />much they hold it in esteem. Just so you know. <br />MARTIN: Number 3, you made mention about a Vote -by -mail. I've been in <br />support of that for quite some time. I think it's a great idea. I think it's something that <br />we could work with. You made mention of safeguards. What do you see necessary to <br />make something like that work? <br />ISBELL: A lot of high technology. You have to have a machine that can <br />scan a signature and determine whether it's a fraud or not, because the signature's on <br />the outside of the envelope, so that you don't know what the vote is on the inside, but <br />the outside has to have the signature of the person who does it. We have a wonderful <br />video, by the way, we'd be happy to share with you. Have you seen the videos on <br />Vote -by -mail? How it works? <br />RAY: I haven't. I don't think we have. <br />ISBELL: It was an eye opener for me because I didn't know what it really <br />meant, but it means that everybody votes by mail. You don't have polling places, and <br />you just have to make darn sure that the person who is able to vote is the one that's <br />voting. But I'd be happy to get that for you. <br />RAY: We'd appreciate it. <br />MARTIN: Perhaps we're probably going to need it down the road sometime. <br />With the single member district changes that, not so much have been proposed, but <br />discussed, and not so much in-depth until this morning - with the change from nine <br />15 <br />
