If you could research the Charter itself, the section, <br />and do that, we'd appreciate that. <br />ISBELL: You want us to write your bill. I've got to think about that one <br />because that's a full-time - I've been there, done that. I know what you're talking about. <br />HIGASHI: The other thing is, in the Vote -by -mail, I think we need to have an <br />Amendment to the State Election laws. We did pursue that in a cursory manner for <br />doing a Special Election, and that was not allowed. I suggest you take that to the <br />Legislature and get some support on this, at least this Board, or having Vote -by -mail. <br />ISBELL: The reason that I brought it up is because that was a Statewide <br />issue, and the State League of Women Voters approved Vote -by -mail, so the State <br />League, they will be pursuing it. I brought it up to let you know that that's one of the <br />things that we will be working on. But, the Vote -by -mail, we feel, will give a lot of <br />people an opportunity to vote who say they're too busy or don't have time to look at the <br />ballot, or when they go to the voting poll, they really haven't thought it through, and that <br />sort of thing. So, the Vote -by -mail is basically going to be a - <br />Instead of just saying we support this, you want it put into Charter <br />• HIGASHI: As long as we understand that we are not going to consider Vote - <br />by -mail by this board. <br />ISBELL: Yes, but you're aware of it, though. <br />HIGASHI: Yes we are. <br />RAY: Gary. <br />YOSHIYAMA: I have a question regarding "Voter Information Pamphlet". The <br />League's specific proposal is to make an Amendment provision in the County Charter. <br />My question is why the County Charter other than some other route? <br />ISBELL: Well, because it's like your constitution, and it's allowing you. The <br />State Constitution says broad statements, this is what you'll do, this is how it will be. <br />The County Charter's also a broad statement, and what we're saying is you should <br />allow this to be, but I also put in there 'required', but you can change that around to <br />allow it to happen. But if you don't have it in there, it just never happens. You pass an <br />ordinance. It's just an ordinance. But you put it in the Charter, it's in the booklet. <br />Everybody has a handle on that. To find an ordinance, you've got to go leafing through <br />a whole bunch of paper, so I just feel that's a proper place for something that is so <br />important that it makes every voter, who's voting for people throughout the island, as <br />20 <br />
