HAWAII COUNTY CHARTER COMMISSION <br />Transcript of Meeting of October 27, 1999 <br />Hawaii County Liquor Commission Conference Room, <br />Hilo Lagoon Center <br />Attendance: J. Ray, M. Herkes, R. Higashi, S. Irvineā€ž G. Martin, J. Santangelo, <br />G. Yoshiyama, Counsel Chris Yuen <br />Absent: E. Alonzo, S. Bess, K. Balog, D. Kurozawa <br />And 5 members of the public in attendance. <br />The meeting was called to order at 3:02 p.m. <br />RAY: The October 27th Special Meeting of the 1999-2000 County <br />Charter Commission is called to order. Present at this time; myself John Ray, Chair; <br />Roland Higashi, Vice Chair; Marni Herkes; Sue Irvine; George Martin; John <br />Santangelo; and Gary Yoshiyama, and we're expecting a couple of other folks <br />momentarily. <br />Statements from the Public on Agenda Items. We have two folks signed up, <br />Statements from the Public on Agenda Items. If anybody else wants to speak on <br />anything on the agenda, you can. First, Patrick, you want to come up and introduce <br />yourself. <br />KAHAWA'OLA'A: We can come up there together because it's basically the same. <br />RAY: That's fine. And try to speak into the mike. It's not for hearing you; <br />it's because we record all this stuff, doing verbatim minutes. <br />KAHAWA'OLA'A: I'd like to say good afternoon to the members of the Charter <br />Commission. It gives me pleasure to be here for the fact I see, on your New Business, <br />which is a general review of the Charter. I think that was not available at that particular <br />time on your agenda items, obviously, as you were going through it, I don't think you <br />had a subject matter of a general review, but when we saw this, it compelled us to be <br />here based in the Charter. And being that you were convened to review the Charter, <br />myself, as a Native Hawaiian, has had great conflicts within this Charter, that I need to <br />bring forward to this body who is going to make recommendations on how the Charter <br />is to be revised, if any, or things that's going to happen. I specifically would like to <br />direct all of you to ARTICLE I, Section 1-1. The geographical limits on the Island of <br />Hawaii, and all of the islands within these shores thereof, and the waters adjacent <br />thereto, shall be the County of Hawaii.
