always been very cautious about doing that, simply because it's not absolutely clear, <br />and then you want the contract to be official, and rather than worry about it, just go <br />ahead and have the Mayor sign it. Is the Mayor still signing Section 8 housing <br />contracts? <br />TAKAHASHI: Yes. <br />YUEN: I think that's actually the biggest group of contracts, like mass <br />group of contracts. These are housing subsidies that are signed between the County <br />and landlords, and there are a lot of those, like in the hundreds. Apart from those, I <br />think that probably - how many contracts is it? Is it really a major thing, a time <br />consumer? <br />TAKAHASHI: Let's put it this way. Summer Fun hires are done by contract. <br />There's two hundred and some odd contracts that are signed by myself and the Mayor, <br />and I sign it twice because it crosses fiscal years. You're talking about $800. <br />SANTANGELO: Chris, when it comes to signing contracts, that's part of the <br />balance of power, Administrative vs. Legislative. <br />YUEN: Right. <br />SANTANGELO: So, if you start putting this into ordinance, you've got the <br />Legislative Branch, pretty much, crossing over into an Administrative side. But with <br />the Managing Director, who would be, again, Administrative, we might be able to <br />deal with that as the Chairman suggested. <br />YUEN: I think, even if it were possible for the Council to pass ordinances <br />authorizing people to sign, they would have to be people in the Administration except <br />for contracts that the Council can enter into on it's own. <br />RAY: Other questions for Harry in regard to any of his previous <br />testimony? Gary. <br />YOSHIYAMA: Harry, you talked to us, at some point, about the crunch time with <br />the Legislative session and the adoption, or the submission, of the operating budget. <br />Did you react to Al Konishi's proposal regarding changing the fiscal year, and the time <br />in which the Council has to adopt the budget? <br />TAKAHASHI: No. <br />YOSHIYAMA: He wanted to, in essence, push, like, one month. <br />4 <br />
